India–Russia Summit: Prime Minister Narendra Modi and Russian President Vladimir Putin reaffirmed the strength of the India–Russia Special and Privileged Strategic Partnership as the two leaders held the 23rd Annual Summit in New Delhi on December 4–5, 2025. The visit marked 25 years of the Strategic Partnership established during President Putin’s first State Visit to India in 2000.
In a detailed Joint Statement, both leaders underlined the “long-standing, time-tested and trusted” nature of bilateral ties, noting that the partnership has remained resilient despite a complex geopolitical environment. They reiterated that India–Russia relations continue to serve as an anchor of stability in a multipolar world.
Trade & Economic Cooperation
A key highlight was the adoption of the Programme for Strategic Areas of India–Russia Economic Cooperation till 2030, aimed at boosting trade, high-technology collaboration, investments and industrial partnerships. Both sides reaffirmed the target of USD 100 billion in bilateral trade by 2030, calling for removal of tariff barriers, improved logistics, smoother payment mechanisms and increased use of national currencies.
Work will continue on an India–Eurasian Economic Union Free Trade Agreement, as well as an agreement for promotion and protection of investments. Both sides welcomed long-term fertilizer supply initiatives and participation in key economic forums.
Energy & Connectivity
Energy remained a major pillar of cooperation, covering oil, petrochemicals, LNG, UCG technology and nuclear energy. Both sides agreed to expedite ongoing investment projects.
Connectivity initiatives received strong push, including the International North-South Transport Corridor (INSTC), Chennai–Vladivostok Maritime Corridor, and the Northern Sea Route.
Defence, Nuclear & Space Cooperation
The Summit emphasized reorienting defence ties toward joint research, co-development and co-production of systems under the Make-in-India programme, including joint manufacturing of spare parts with export potential.
Civil nuclear cooperation will deepen with progress at the Kudankulam Nuclear Power Plant, discussions on a second Russian-designed nuclear site, and joint manufacturing of nuclear equipment.
ISRO and Roscosmos will expand cooperation in human spaceflight, navigation, rocket engines and planetary exploration.
Culture, Visas, Education
Both sides agreed to expand cultural festivals, film collaboration, tourism and simplified visa procedures. The welfare of Indian students in Russia was emphasized.
Global & Regional Issues
Russia reiterated strong support for India’s permanent UNSC membership. The two nations committed to stronger cooperation in BRICS, SCO, G20, and on climate change, terrorism, Afghanistan and the Middle East crisis.
