Maharashtra: SC modifies law imposing restrictions on dance bars

(UNI) The Supreme Court on Thursday nixed some provisions of law imposing restrictions on the licensing and functioning of dance bars in Maharashtra, paving the way for their reopening.

A bench, headed by Justice A K Sikri, relaxed stringent conditions imposed by the state government for obtaining licenses for dance bars.

The bench revoked certain provisions of the Maharashtra Prohibition of Obscene Dance in Hotels, Restaurants and Bar Rooms and Protection of Dignity of Women (Working therein) Act, 2016 like the mandatory installation of CCTVs, saying there was no need for surveillance inside dance bars as it violates privacy.

Jaitley slams ‘extra-adventurist lawyers’; says Judges Media Conference harmed judiciary

Union Finance Minister and senior BJP leader Arun Jaitley on Thursday
slammed the manner a section of lawyers and others had attacked former Chief Justice Dipak Misra and maintained that the threat to the independence of judiciary can also come from the ‘public pressures’ the ‘Compulsive Contrarians’ exert on Judges.

“There are a set of extra-adventurist lawyers practising in the highest Court, as in every other Courts. Their strategy is to over-awe the Court. They threaten to walk out of cases, they move impeachment motions in their Political capacity to flex their muscles and clout, they make public comments on Judges. They use media to intimidate the Court,” Mr Jaitley wrote in a lengthy blog piece posted on Facebook.(UNI)

PDD linemen, operators of snow clearance machines are unsung heroes of winter: Omar

(UNI) Reacting to reports that a snowcat operator had a narrow escape during a snow clearance operation in Srinagar, National Conference (NC) vice president Omar Abdullah said the men who keep roads open in the snowy conditions, along with the power department linemen who restore electricity when the lines come down are the unsung heroes of winter in Kashmir.

“I’m glad he escaped unscathed. The men who keep our roads open in the snowy conditions are indeed the unsung heroes of winter in Kashmir along with the power department linesmen who restore our electricity when the lines come down,” Mr Abdullah, who is the former chief minister of the state, wrote on micro-blogging site twitter.

GoM formed to look into GST issues in lottery sector

(UNI) The Government on Wednesday constituted a seven-member group of ministers (GoM) to look into the goods and services tax (GST) related issues in the lottery sector.
Maharashtra Finance Minister Sudhir Mungantiwar will be the convenor of the GoM, a Finance Ministry statement said.
The panel would submit its report to GST Council in next meeting for its consideration.
The Group would analyse whether the disparity in tax structure on the same product be continued or a uniform rate be prescribed for both and whether private persons authorised by states are misusing the lower rate and getting enriched themselves at the cost of the state and suggest measures to curb it.
According to the Ministry, the GoM would also examine any other issue related to enforcement including the legal framework, so as to prevent evasion of tax on lottery and suggest appropriate tax rate to address the problem.
Kerala Finance Minister T M Thomas Isaac, West Bengal’s Amit Mitra, Assam’s Himanta Biswa Sarma, Punjab’s Manpreet Singh Badal, Karnataka’s Krishna Byre Gowda, Goa’s Panchayats Minister Mauvin Godinho and Arunachal Pradesh Taxes and Excise Minister Jarkar Gamlin are its members. CBIC joint secretary Manish Sinha would be the secretary of the GoM.
The panel was constituted in the wake of decision taken in the 32nd GST Council Meeting held on January 10, this year.

Zero tolerance towards sexual harassment at workplace will enable women contribute to full potential: RS Secretary-General

(UNI) Rajya Sabha Secretary-General Desh Deepak Verma said on Thursday a shift in the ‘mindset’ towards ‘zero tolerance’ towards sexual harassment is required to enable women contribute to their full potential at work place.
Inaugurating a sensitisation workshop here on the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, he said that sexual harassment of women at workplace violates the right to equality, life, liberty and dignity of living of women as envisaged under the Fundamental Rights, Directive Principles and Fundamental Duties in the Constitution of India.
While the Act provides a broad framework for prevention of such harassment through preventive and punitive actions, a change in the `mindset’ was required, he said.
In a first of it’s kind since the Act came into fore, the Rajya Sabha organised a two- day sensitisation workshop beginning Thursday on various aspects of the issue and the provisions of the Act.
Quoting official statistics, Mr Verma noted that based on the complaints received in the National Commission for Women, the cases of sexual harassment of women at workplace increased from 371 cases in

Nearly 900 villagers killed in DR Congo in one month: UN

At least 890 villagers were reportedly killed in the western Democratic Republic of the Congo last month, following brutal inter-communal clashes, United Nations Human Rights Office (OHCHR) said.

Human rights reports suggest that the apparent massacre took place between 16 and 18 December in four villages in the Yumbi territory, Mai-Ndombe province, in what appear to have been clashes between the Banunu and Batende communities.

Most of the area’s population has reportedly been displaced, and voting in the December 30 presidential poll for the Yumbi area, was postponed due to violence and insecurity.

In a statement, the UN High Commissioner for Human Rights, Michelle Bachelet, condemned the “shocking violence” and highlighted the importance of “investigating and bringing the perpetrators to justice”.

Bachelet added that it was essential to “ensure justice for the victims of these horrific attacks, but also to prevent new episodes of intercommunal strife, and to address the anger and feelings of gross injustice that may otherwise lead to repeated cycles of violence between communities.”

At least 82 people were also injured in the attacks, according to the “credible” reports received by OHCHR and some 465 houses and buildings were burned down or pillaged, including two primary schools, a health centre, a health facility, a market, and the local office of the independent electoral commission, known by its French acronym, CENI.

Both the OHCHR and national judicial authorities, have launched investigations into the reported attacks.

At the beginning of January the UN Refugee Agency, UNHCR reported that 16,000 people from DRC had arrived in neighbouring Republic of the Congo – also known as Congo-Brazzaville – after fleeing deadly intercommunal clashes.

According to UNHCR, this represents the largest influx of refugees in over a decade, since 130,000 people were forced to seek shelter amid ethnic clashes in DRC’s former Equator Province, in 2009.

Mamta oppn rally: Mahagathbandhan leaders likely to attend on Saturday in Kolkata

(UNI) To sharpen their political edges to take on the BJP in the crucial Lok Sabha elections in Uttar Pradesh, the Mahagathbandhan comprising SP, BSP and RLD are likely to participate in the opposition rally called by Trinamool Congress chief and west Bengal chief minister Mamta Banerjee in Kolkata on January 19.

SP sources here on Thursday confirmed that party president Akhilesh Yadav along with party’s vice-president Kironmoy Nanda would attend the opposition rally to be held at the Brigade ground in Kolkata on Saturday.
However, there are reports that BSP chief Mayawati could also attend the opposition unity rally along with RLD chief Ajit Singh. But if they do not attend, then their representatives, Satish Chandra Mishra of BSP and Jayant Choudhury of RLD will go to Kolkata.

High security alert sounded in J&K ahead of Republic Day

New Delhi, Jan 16 (UNI) The Intelligence agencies have sounded high security alert in Jammu and Kashmir ahead of the Republic Day, a source in the intelligence agency said here  on Wednesday.

According to the source, the banned terror outfit Jaish-e Mohammad is planning for big attacks in Jammu and Kashmir.

”There are substantial inputs, which indicate that JeM is trying to execute major terror attacks or IED blasts in the state and they can also execute a ‘fidayeen’ attack in J&K,” the source revealed.

The entire planning is being done by Jaish commander Mufti Abdul Rauf Asgar, who is the brother  of terrorist Maulana Massod Azhar, the main conspirator of Mumbai attack in 2008, the source added.

Interception of the messages by the security agencies have also confirmed that the terrorists across the border are planning to do something big, before or on January 26 this year.

The JeM is desperate to regain its foot in J&K, as the sustained operations by the security forces have killed over 200 terrorists in the valley in 2018.

”All the security forces, including the Army, have been asked to remain on highest alert, ahead of Republic Day, in the state,” the source further added.

Both  Maulana Masood Azhar and Rauf Asgar are living in Pakistan-occupied Kashmir and operating against India from there.

Amit Shah admitted in AIIMS for Swine Flu

New Delhi, Jan 16 (UNI) BJP national president Amit Shah was admitted  to the  All India Institute for Medical Sciences (AIIMS) on late Wednesday after suffering from Swine Flu, sources said here.

Taking to micro-blogging site Twitter, Mr Shah posted ”Mujhe Swine Flu Hua Hai, Jiska Upchar Chal Raha hai. Ishwar Ki Kripa, Aap Sab ke Prem Aur Shubhkamnao Se Shighra Hi Swasth Ho Jaunga (I am diagnosed with Swine Flu, for which I am under treatment. By God’s grace, apart from the love and good wishes of you all, I will be well soon.”

Mr Shah had a field day in Gujarat city of Ahmedabad on Tuesday, where he participated in the kite flying festival and also visited Lord Jaganath temple in the city, on the occasion of Vasi Uttarayan

Gandhi Peace Prize for 2015, 2016, 2017, 2018 announced

New Delhi, Jan 16 (UNI) The Vivekananda Kendra, Kanyakumari was on Wednesday chosen for the Gandhi Peace Prize for 2015, while Akshaya Patra Foundation and Sulabh International were chosen as joint winners for 2016  and Ekal Abhiyan Trust have been chosen for the Gandhi Peace prize for 2017, a statement from the Ministry of Culture said.

Mr Yohei Sasakawa has been conferred the Gandhi Peace prize for 2018, for his contribution in Leprosy Eradication in India and across the world.

The jury, under the Chairmanship of Prime Minister Narendra Modi and comprising Chief Justice Ranjan Gogoi, Lok Sabha Speaker Sumitra Mahajan, Leader of the single largest Opposition Party in the Lok Sabha  Mallikarjuna Kharge and Member of Parliament LK Advani, after detailed discussions on January 16, unanimously decided to select the above organisations/persons, in recognition to their outstanding contributions in the fields mentioned above.

Vivekananda Kendra, Kanyakumari have been conferred the Gandhi Peace prize for 2015 for their contribution in Rural Development, Education, Development of Natural Resources.

The award for 2016 has been jointly given to Akshaya Patra Foundation for its contribution in providing mid-day meals to millions of children across India and Sulabh International for its contribution in improving the condition of sanitation in India and emancipation of manual scavengers.

The prize for 2017 has been conferred on Ekal Abhiyan Trust for their contribution in providing Education for Rural and Tribal Children in remote areas pan India, Rural Empowerment, Gender and Social Equality.

Mr  Yohei Sasakawa has been conferred the gandhi Peace Prize for 2018, for his contribution in Leprosy Eradication in India and across the world.

The annual award was instituted by the Government in 1995 during the commemoration of 125th Birth anniversary of Mahatma Gandhi.

The award carries an amount of Rs one crore, a Citation in a scroll, a plaque as well as an exquisite traditional handicraft/handloom item.

ଏହି ପରିପର୍ତ୍ତିତ ପରିସ୍ଥିତିରେ ବିଜେପିର ପୁରୁଣା ସମର୍ପିତ ମିତ୍ର ବୈଜୟନ୍ତ ପଣ୍ଡା ଆହତ ହେବା ସ୍ଵାଭାବିକ। ବିଜେପିରେ ଯୋଗ ଦେବାଲାଗି ବୈଜୟନ୍ତଙ୍କ ବହୁ ସ୍ତରୀୟ ପ୍ରୟାସ ବିଫଳ ହେବା ପରେ, ସେ ଏବେ ବିଜେପିର ସମାଲୋଚନା କରିବା ଆରମ୍ଭ କରିଛନ୍ତି। ଆଖି ବୁଜି ମୋଦୀଙ୍କ ସବୁ କଥାକୁ ସମର୍ଥନ କରିଆସୁଥିବା ବୈଜୟନ୍ତ ଏବେ ବିଜେପିର ପୁରୁଣା ଶତୃଙ୍କ ସହ ହାତ ମିଳେଇ ନବୀନ ବିରୋଧୀ ମେଳି କୁ ସଂଗଠିତ କରି ଚାଲିଛନ୍ତି। ବୈଜୟନ୍ତ ମୋଦୀଙ୍କ ସହ ନବୀନଙ୍କ ଖେଳଣା ବନ୍ଧୁକ ଯୁଦ୍ଧକୁ କଟାକ୍ଷ କରିବା ନିଶ୍ଚିତ ଭାବରେ ଠିକ, ହେଲେ ବୈଜୟନ୍ତ ନିଜେ ଅସଲ ବନ୍ଧୁକ ଧରି ଲଢେଇ କରିବାକୁ ପ୍ରସ୍ତୁତ କି? ଗତ ଆଠ ମାସ ଧରି ସେ କେବଳ “ହେଇ ଯାଉ” ବୋଲି କହୁଛନ୍ତି ସିନା, ଅସଲରେ ତାଙ୍କର କିଛି ବି ହେଉନି। ଏବେ ବିଜେପିଠୁ ମୁହଁ ଫେରାଇ ବୈଜୟନ୍ତ ସମଦୂରତାରେ ରେ ରହି ନବୀନଙ୍କ ବିରୋଧୀ ମେଣ୍ଟ କରିବାର ଯୋଜନା କରୁଛନ୍ତି। ଗୋଟେ ପକ୍ଷରେ ବିଜେଡି ଉଭୟ କଂଗ୍ରେସ ଓ ବିଜେପିଠୁ ସମଦୂରତା ରକ୍ଷା ର ରଣନୀତି ଗ୍ରହଣ କରିଥିବା ବେଳେ ନବୀନଙ୍କୁ ହରାଇବାର ସ୍ଵପ୍ନ ଦେଖୁଥିବା  ବୈଜୟନ୍ତ ସମସ୍ତଙ୍କଠୁ ଦୂରରେ ଅଛନ୍ତି। ତାଙ୍କ ସହ ନା ବିଜେପି ନା କଂଗ୍ରେସ, କେହିବି ତାଙ୍କ ହାତ ଧରିବାକୁ ପ୍ରସ୍ତୁତ ନୁହନ୍ତି।

ତେବେ ନବୀନ ବିରୋଧୀ ମହାମେଣ୍ଟ ଗଢିବାରେ ବୈଜୟନ୍ତ ବାବୁଙ୍କର ଚାଣକ୍ୟ ଦାୟିତ୍ଵ ଏବେ ବାବୁ ଖାରବେଳ ସ୍ଵାଇଁ ନେଇଛନ୍ତି। ଖାରବେଳ ବାବୁ ଅସନ୍ତୁଷ୍ଟ ସଙ୍ଘୀ ଓ ସେ ବିଜେପିର ପତିତ ନେତା। ତେଣୁ ବୈଜୟନ୍ତଙ୍କ ପାଇଁ ତାଙ୍କର ସହଯୋଗ ସ୍ଵାଭାବିକ। ହେଲେ ବିଜୟ ମହାପାତ୍ର, ଦିଲ୍ଲୀପ ରାୟ, ଦାମୋଦର ରାଉତ, ପଂଚାନନ କାନୁନଗୋ ଓ ବ୍ରଜ କିଶୋର ତ୍ରିପାଠୀ ପ୍ରମୁଖ ଭିନ୍ନ ଉପାଦାନର ନେତା। ଏମାନେ ଖୁଆଡରେ ରହି ବୈଜୟନ୍ତଙ୍କ ନେତୃତ୍ବକୁ ସ୍ଵୀକାର କରିବା ଲୋକ ନୁହନ୍ତି। ତେବେ ଏଇ ନେତାଙ୍କ ଭିତରୁ ଅନେକେ ଏବେ ଅସ୍ଥିରତା ଭିତରେ ଅଛନ୍ତି। ପଂଚାନନ କାନୁନଗୋ ତ କଂଗ୍ରେସ ଟିକେଟରେ ନିର୍ବାଚନ ଲଢିବେ ବୋଲି ଏକ ପ୍ରକାର ନିଷ୍ପତ୍ତି ଘୋଷଣା କରି ସାରିଛନ୍ତି।

ଏତେ ସବୁ ଅସ୍ଥିରତା ଭିତରେ ନବୀନଙ୍କ ଉପରେ ଅସଲ ଯୁଦ୍ଧ ଘୋଷଣା କରିବାକୁ ବୈଜୟନ୍ତଙ୍କର ସାହସ ମଧ୍ୟ ଆସୁନି। ଏକଦା ସଂଘ ଓ ଦକ୍ଷିଣପନ୍ଥୀ ବୁଦ୍ଧିଜୀବୀମାନଙ୍କର ଆଖିର ତାର ଥିବା ବୈଜୟନ୍ତ, ଏବେ ନା ବାମ ନା ଦକ୍ଷିଣ, କେଉଁ ଶିବିରରେ ବି ତାଙ୍କର ଜାଗା ଉଠି ଯାଇଛି। ତେଣୁ ବୈଜୟନ୍ତ ବି ଗୋଟେ ଖେଳଣା ବନ୍ଧୁକ କିଣି ସେଥିରେ ଆତସବାଜି ଶିଖିବା କ୍ଷତିକାରକ ହୁଏତ ହେବ ନାହିଁ!!

Demonetisation, GST resulted in bad loans under MUDRA: Shiv Sena

Mumbai, Jan 15 (UNI) The Shiv Sena on Tuesday took a potshot at the two biggest moves–Demonetisation and the Goods and Services Tax(GST)–of the Modi-led BJP government.
In the Tuesday edition of party’s mouthpiece ‘Saamana’, the Shiv Sena asserted that the decisions of the ruling party has hampered the recovery of Rs 11,000 crore of loans disbursed under the Centre’s Micro Units Development and Refinance Agency (MUDRA) scheme.
“Loans worth Rs 2.46 lakh crore have been disbursed so far to 4.81 crore small scale industrialists.The outstanding amount of these loans has piled up to Rs 11,000 crore, which is a serious issue,” read lines of the newspiece.
The newspiece construes that the small-scale businessmen have been affected by the tacky execution of the GST which resulted in bad loans.
“It can easily be deduced that some policies of the government are responsible for Rs 11,000 crore outstanding loans under the Mudra scheme,” it further said.

Rahul takes dig at PM Modi on winning Kotler presidential award

New Delhi, Jan 15 (UNI) Congress president Rahul Gandhi on Tuesday took a dig at Prime Minister Narendra Modi on winning the Kotler presidential award.
In a post on social media, Rahul, in a ‘tongue-in-cheek’ tweet, said,’’I want to congratulate our PM, on winning the world famous “Kotler Presidential Award”! In fact it’s so famous it has no jury, has never been given out before and is backed by an unheard of Aligarh company.

BJP Leader Smriti Irani, however, hit back at Rahul for his jibe.
In a tweet, Smriti Irani, who was among the first to congratulate the Prime Minister on receiving the award, said,’’Rich !!! Coming from a person whose illustrious family decided to confer the ‘Bharat Ratna’ on themselves.”

4th edition of Science Film Festival of India 2019 from Jan 16

Panaji, Jan 15 (UNI) Vidnyan Parishad, Goa, in association with Department of Science and Technology, Government of Goa, National Institute of Oceanography (NIO) and Entertainment Society of Goa (ESG) will organise fourth edition of Science Film Festival of India 2019 from January 16 in the city.
According to the organisers, the film festival will begin with blockbuster science-based movies, three theme based film tracks and a whole lot of science-based treats for the mind.
The festival will offer hands on training, workshop, film screenings accompanying interactions with renowned scientists and eminent personalities.
Dr Nakul Parashar, Director, Vigyan Prasar, New Delhi, will be the chief guest for inaugural ceremony while Padma Vibhushan Dr Rajagopala Chidambaram, former Principal Scientific Advisor to Government of India, will be chief guest for the veledictory function.
The adudience predominantly students from across Goa will have a chance to watch the science-based movies and a great chance to interact with eminent scientists such as Dr Shekhar Mande, Director General, Council of Scientific and Industrial Research, Government of India, Dr Sharmishtha Banerjee, Dr Arvind Ranade, Scientist, Vigyan Prasar, New Delhi, and Dr Sumit K Mishra, Senior Scientist, Environmental Sciences and Biomedical Metrology Divison, National Physical Laboratory.
The students will have a chance to pull the stars closer with a hands-training with telescope workshop on January 18 and 19 where participants will grind, polish and fabricate their own devices.
Professor Banerjee will also conduct a Teachers’ Workshop on January 18 to transform science educators to proficient science communicators.
Apart from film screening, the main highlight of the festival will be the film-making workshop and trainings. This will enhance the audience to re-energise as they focus on knowing science as more fun and meaningful through not just viewing and listening, but also training in the art of the subject through live demonstrations and understanding its use in film industry.
During the four day festival, the films to be screened were Parmanu, Apollo, Ex Machina, Imitation Game, Secret of Nikola Tesla, Kon Tiki, Theory of Everything, Hidden Figures, Goodwill Hunting and Iceage 4. The screenings will be followed by interaction and explanation of science in the films by eminent scientists from the country.

All police personnel transferred following recovery of liquor from the residence of officer

Muzaffarpur, Jan 15 (UNI) All police officers and other personnel posted at Motipur police station in the district have been transferred following recovery of huge consignment of liquor from the official residence of officer-in-charge of the police station.
Senior Police Superintendent Manoj Kumar said here today that all police officers and other employees posted at Motipur police station had been transferred in view of the order by Inspector General of Police (Muzaffarpur zone) Sunil Kumar. The police personnel have been transferred following the recovery of huge consignment of liquor from official residence of officer-in-charge inside the police station premises late night on Sunday. He said the officer-in-charge Kumar Amitabh and assistant police sub inspector America Prasad have already been suspended in this connection even as both of officers are absconding.
Mr Kumar said those police personnel who have been transferred are sub inspectors Nukul Prasad Mandal, Naseem Ansari, Shailendra Kumar, Shyam Kishore Yadav and Shamsher Alam, assistant police sub inspectors Shankar Thakur, Nagendra Mandal, Mithilesh Kumar Singh, Anuj Kumar Mehta, Virendra Prasad and Motai Savaiya. Other suspended police personnel comprise six jawans of Bihar Military Police, one jawan of district police, seven jawans of Special Auxiliary Police, four women cops and nine Home Guards.
Police Inspector Anil Kumar has been posted as new officer-in-charge of Motipur police station.

Estimated over 3 million pilgrims took Holy Dip at Ganga Sagar to mark the auspicious Makar Sankranti in Bengal

Sagar Island ( West Bengal), Jan 15 (UNI) Braving chilled weather and cloudy sky, an estimated over 3 million pilgrims took holy dip at the confluence of the Ganga and Bay of Bengal to mark the auspicious Makar Sankranti on Tuesday.
The devotees, mostly the Hindu, who had assembled and gathered on the sandy beach since last night braving the chilly wind took holy dip in the wee hours and then straight walked nearly a kilometer to pay their ambiance at the Kapil Muni Temple.
West Bengal’s Panchayat Minister Subrata Mukherjee, who has been overseeing the entire governmental arrangements for safe bathing at the confluence and happily return from this island of South 24 Parganas, told reporters that an estimated over 3 million pilgrim took bath since the Ganga Sagar mela began on January 7 last.
State youth and sports minister Arup Biswas, who also assisting his senior cabinet colleague under the directive of Chief Minister Mamata Banerjee, also took the holy dip to mark the end of the month of Pous.
The shahi snan first held by the Naga sadus before the breaking of dawn and then the pilgrims, who came from far flung of India and neighbouring Bangladesh, Bhutan , Nepal and Myanmar, took holy dip after wards. The bathing would go on despite the sun was paying hide and seek as grey cloud overcast the sky prompting the volunteers to be extra care to avoid any mishap in the turbulent waters.
Indian Coast Guard, policemen and local volunteers have been alert to ensure safe snan of the pilgrims of different states.
A thick blanket of security cover has been thrown in and around the holy island.
