The National Investigation Agency (NIA) on Friday filed chargesheet at Delhi’s Patiala House Spacial Court against 10 arrested accused in Delhi-Amroha Islamic State of Syria and Iraq (ISIS) case, an official statement said here.
The chargesheeted 10 accused persons are Mufti Mohd Suhail alias Hazrath, a resident of Jafrabad in Delhi and native of Amroha in UttarPradesh; Anas Younus alias Anu, resident of Jafrabad, Delhi; Zubair Malik alias Abu Dujana, resident Jafrabad, Delhi; Rashid Zafar Raq alias Abu Kital Al-Khurasani, resident of Jafrabad in Delhi; Md. Saqib alias Saqib Iftekhar, resident of Hapur in UP; Md Absar alias Maulvi Absar, a resident of Meerut in UP; Said alias Saeed of Amroha in UP; Md Gufran, of Amroha in UP; Md Faiz, resident of Delhi’s Jafrabad; and Naim alias Mohd Naeem who belonged Meerut in UP were booked under section 120 B, 121, 121A, 122 of IPC, Sections 17, 18, 18B, 20, 21, 23, 38 & 39 of UAPA & and Sections 4, and 5 of Explosives Substances Act and Sections 25, 26 and 29 of the Arms Act.
The central terror probe agency had registered the case on December 20, 2018 against Mufti Suhail and others on the allegation that Mufti Suhail has formed an ISIS module with others to commit terror activities and the module was amassing weapons and explosives.
“They had named this module as ‘Harkat-ul-Harb-E-Islam’ (Movement for War of Islam). This group owed its allegiance to ISIS and wanted to establish an ISIS Caliphate in India by resorting to large scale terrorist attacks in and around National Capital Region. The group carried out reconnaissance of some such locations in and around NCR”, the NIA officials said here.
The probing agency has conducted searches at 17 locations on 26th of December 26, 2018 in Delhi and UP where 12 pistols, 163 assorted ammunition, one improvised missile launcher, 98 mobile devices and phones, 25 Kg of explosive chemicals, hardware and electronic materials including 120 Alarm Clocks to make IEDs, and incriminating books and material were seized from the premises of accused persons, a senior official in the probe agency said.
Investigation has established that accused Mufti Suhail and other co-accused persons entered into a criminal conspiracy to wage a violent Jihad against Government of India by use of weapons and explosives to establish an ISIS Caliphate in India.
The module was being guided by three ISIS handlers based abroad. The module made extensive use of encrypted social media applications or chat platforms which had been recovered from their mobile phones.
Forensic reports in respect of the seized chemicals and IED making material had affirmed that these were sufficient to manufacture sophisticated IEDs.
The group wanted to manufacture IED, to be detonated by remote controlled devices, of more than 100 meters range. A large quantity of e-books, messages in encrypted chats and detailed manuals issued by ISIS and affiliated terror entities for training in bomb making, IED making and methods to inflict mass casualties have been recovered from the seized mobile phones, Investigation Agency official further added.
The mastermind of the group Mufti Suhail was also giving radicalization sermons to the other members of the module wherein he exhorted them to offer themselves for the violent Jihad against infidels in India.
” Two of the accused persons also recorded rehearsal video of their resolve to fight violent Jihad that was to be published after their suicide attacks” the probing team revealed.
“The mobile phones of accused persons contain high amount of ISIS propaganda material. These include execution videos, violent Jihadi anthems, videos and audio proclaiming solidarity with Kashmiri terrorists, audio messages by an ISIS handler, and radicalization sermons of Maulana Masood Azhar, the Chief of Jaish-e-Muhammad), Abdus Sami Qasmi who was accused in an another ISIS related case and the Chief of Al-Qaida in Indian Subcontinent Asim Umar”, the NIA alleged in the charge sheet.
